Financial Crimes Enforcement Network
The mission of the Financial Crimes Enforcement Network is to safeguard the financial system from illicit use and combat money laundering and promote national security through the collection, analysis, and dissemination of financial intelligence and strategic use of financial authorities.
Administrative Rulings
Administrative letter rulings drafted by FinCEN are issued pursuant to its authority as the administrator of the Bank Secrecy Act, if the facts and circumstances, issues, and analyses that appear in an administrative letter ruling are of general interest to financial institutions then the letter ruling is published on our website.
Guidance
Guidance is intended to clarify issues or respond to questions of general applicability that arise under FinCEN regulations 31 CFR Chapter X .

Index of Applicable Federal Rates (AFR) Rulings
Each month, the IRS provides various prescribed rates for federal income tax purposes. These rates, known as Applicable Federal Rates (or AFRs), are regularly published as revenue rulings. 2000 - present.

The Internal Revenue Bulletin (IRB) is the authoritative instrument for announcing official rulings and procedures of the IRS and for publishing Treasury Decisions, Executive Orders, Tax Conventions, legislation, court decisions, and other items of general interest. 2000 to present.

Office of the Comptroller of the Currency (OCC)
The OCC charters, regulates, and supervises all national banks and federal savings associations as well as federal branches and agencies of foreign banks. The OCC is an independent bureau of the U.S. Department of the Treasury.
CRA Interpretations
The Community Reinvestment Act of 1977 (CRA) provides a framework for financial institutions, state and local governments, and community organizations to jointly promote banking services to all members of a community.
OCC Enforcement Actions
The OCC may take enforcement actions for violations of laws, rules or regulations, final orders or conditions imposed in writing; unsafe or unsound practices; and for breach of fiduciary duty by institution-affiliated parties (IAPs).
OCC Interpretations and Actions
Interpretations and Actions are published monthly and include: bank accounting advisory letters, community development investment letters under Part 24, decisions for applications involving CRA-related issues, legal staff interpretations, letters imposing enforceable conditions, the monthly list of CRA evaluations becoming public, and the monthly list of publicly released final enforcement actions, securities letters, significant decisions on corporate applications, and trust interpretive letters.

Office of Tax Analysis
Analyzes the effects of the existing tax law and alternative tax programs and prepares a variety of background papers, position papers, policy memoranda, and analytical reports on economic aspects of domestic and international tax policy.
Fiscal Year Revenue Proposals
To accompany the Administration's Budget, Treasury releases the "General Explanations of the Administration’s Revenue Proposals" (also known as the "Greenbook"), which provides an explanation of the Administration's revenue proposals.
