Emergency Declaration Addendum 44June 21, 2020. allows final real property tax assessment rolls to be filed up to 30 days late, hearing assessment complaints be held at a date 21 days after filing of tentative roll, notice of tentative roll to be published online, and allow Board of Assessment Reviews to hear claims remotely; allows Commissioner of Dept. of Tax and Finance to certify final state equalization rates, class rations, and class equalization rates no later than 10 days before the last date sent by law; allow licensed pharmacists to order and administer COVID-19 tests or antibody tests; allow licensed pharmacists to be designated as qualified healthcare professionals so they can direct a limited service lab to test for COVID-19 or its antibodies; allow DOH to approve and certify dedicated birthing sites operated by licensed birthing hospitals and centers; reschedule village or town elections previously scheduled for March, April, May, or June be held September 15, 2020, hold party nominations by August 20, 2020, and file a certificate of nomination by August 22, 2020; hold independent nomination for a village or town election previously scheduled before September 2020 on September 15, 2020; hold a village or town election previously postponed for which the ballot was fully determined by this day go ahead with the same ballot, if already printed, on September 15, 2020; have elected village or town officials take office immediately and serve a term as if they began after originally scheduled election; permits absentee ballots already submitted be counted unless the voter shows up to vote in person; permits any Justice of the Supreme Court to hear an election matter on election day via telephone or video conference; allow that inspectors of boards of election not attend or visit facilities to provide absentee ballots physically and send them by mail; eliminate need for local or in person registration at polling sites in 2020; allow clinical labs to inspect and examine COVID-19 testing specimens from nursing home and adult care facility personnel without prescription and require the facilities to report positive results to local department of health; allow for physicians to order COVID-19 tests for self-collection without a physician-patient relationship; authorize the Commissioner of Health to suspend or revoke operating certificate of any skilled nursing facility or adult care facility if such facility has not complied with regulations and directives and appoint a receiver to continue operations on 24 hour notice; cancel State assembly and state senate special elections to be held on June 23 and be held during the general election; cancel the special election for City Council in 37th district and hold it during general election; require any article 28 facility to allow any patient giving birth to have present with them a support person, without COVID symptoms, for the labor, delivery, and remaining stay and/or a doula, without symptoms, for the same period of time; authorize general hospitals to allow elective surgeries and procedures as long as the total available hospital inpatient capacity is over 30% and total available ICU capacity is over 30% and its total change from April 17 to April 27 in the number of hospitalized patients positive for COVID-19 is lower than 10 and the hospitals must report the number and types of surgeries and procedures; if a hospital does not meet the requirements for performing elective procedures,it can apply for a waiver by submitting a plan that includes any reductions in workforce that have occurred as a result of not being able to perform elective procedures; hospitals performing elective procedures need to first test the patient for COVID-19 and have a negative result; reschedule district or special district elections for September 15 and suspend collection of signatures for nominating petitions until further notice; and clarifies addendum 23.
